WASHINGTON BECOMES 10TH STATE TO ENACT COSMETOLOGY LICENSURE COMPACT

LEXINGTON, Ky. (May 13, 2025) – Governor Bob Ferguson signed HB 1023 into law, making Washington the 10th state to enact the Cosmetology Licensure Compact.

The Cosmetology Licensure Compact will facilitate interstate practice for licensed cosmetologists based in compact member states. The compact has also been enacted in Alabama, Arizona, Colorado, Kansas, Kentucky, Maryland, Ohio, Tennessee and Virginia.

Representative Cindy Ryu sponsored HB 1023, which contained the Cosmetology Licensure Compact model legislation.

There are additional states with active compact legislation in the 2025 legislative sessions. (For a full list of states please visit the Compact Map.)

While the Cosmetology Licensure Compact has reached the seven-state threshold to activate, licensed cosmetologists in member states cannot yet practice through the compact. The Cosmetology Licensure Compact Commission has been established and is meeting regularly to build the infrastructure needed to activate and administer the compact. Licensees and state officials are encouraged to regularly check cosmetologycompact.org/compact-commission for updates on the commission’s progress.
