In accordance with Article 11 of the Cosmetology Licensure Compact Model Legislation, the Cosmetology Licensure Compact Commission will draft and adopt reasonable rules to effectively and efficiently implement and administer the purposes and provisions of the compact.
Rules are subject to public comment and are adopted at regular or special meetings of the Cosmetology Licensure Compact Commission. Prior to adoption of a proposed rule, the Commission shall provide notice to the public of proposed rulemaking at least thirty (30) days prior to the meeting.

Purpose: Pursuant to the authority granted in the Cosmetology Licensure Compact, the Commission adopts this Rule to establish and administer fees related to the issuance and renewal of multistate licenses, as well as one-time state assessments, to support Commission operations. The Rule provides for the collection and disbursement of Commission and Member State fees and establishes a review process to ensure transparency and fiscal accountability.

Purpose: Pursuant to Article 3.A.6, 7 and 8, Article 5.B.2, Article 6.C, Article 7.C.3 and D, Article 9.C.3, Article 10 and Article 11, the Commission shall promulgate reasonable and lawful uniform rules to facilitate and coordinate implementation and administration of the Cosmetology Licensure Compact Member States including through the development, maintenance, operation and utilization of a coordinated database and reporting system. Member States must participate in the Data System, including through the submission of a uniform data set on all individuals to whom this Compact is applicable.
