WEST VIRGINIA BECOMES 10TH STATE TO ENACT COSMETOLOGY LICENSURE COMPACT

LEXINGTON, Ky. (April 2, 2026) – Governor Patrick Morrisey signed HB 5087 into law, making West Virginia the 11th state to enact the Cosmetology Licensure Compact.

The Cosmetology Licensure Compact will facilitate interstate practice for licensed cosmetologists based in compact member states. The compact has also been enacted in Alabama, Arizona, Colorado, Kansas, Kentucky, Maryland, Ohio, Tennessee, Virginia and Washington.

Delegate Dana Ferrell sponsored HB 5087 which contained the Cosmetology Licensure Compact model legislation.

While the Cosmetology Licensure Compact has reached the seven-state threshold to activate, licensed cosmetologists in member states cannot yet practice through the compact. The Cosmetology Licensure Compact Commission has been established and is meeting regularly to build the infrastructure needed to activate and administer the compact. Licensees and state officials are encouraged to regularly check cosmetologycompact.org/compact-commission for updates on the commission’s progress.

WASHINGTON BECOMES 10TH STATE TO ENACT COSMETOLOGY LICENSURE COMPACT

LEXINGTON, Ky. (May 13, 2025) – Governor Bob Ferguson signed HB 1023 into law, making Washington the 10th state to enact the Cosmetology Licensure Compact.

The Cosmetology Licensure Compact will facilitate interstate practice for licensed cosmetologists based in compact member states. The compact has also been enacted in Alabama, Arizona, Colorado, Kansas, Kentucky, Maryland, Ohio, Tennessee and Virginia.

Representative Cindy Ryu sponsored HB 1023, which contained the Cosmetology Licensure Compact model legislation.

KANSAS BECOMES NINTH STATE TO ENACT COSMETOLOGY LICENSURE COMPACT

LEXINGTON, Ky. (April 8, 2025) – Governor Laura Kelly signed HB 2069 into law, making Kansas the ninth state to enact the Cosmetology Licensure Compact.

The Cosmetology Licensure Compact will facilitate interstate practice for licensed cosmetologists based in compact member states. The compact has also been enacted in Alabama, Arizona, Colorado, Kentucky, Maryland, Ohio, Tennessee and Virginia.

The House Committee on Commerce, Labor and Economic Development sponsored HB 2068, which contained the Cosmetology Licensure Compact model legislation. HB 2068 passed both chambers, but was amended by the Senate. A Conference Committee convened and amended HB 2069 to enact the Cosmetology Licensure Compact, Dietitian Licensure Compact, PA Licensure Compact, the Interstate Compact for School Psychologists.

OHIO BECOMES EIGHTH STATE TO ENACT COSMETOLOGY LICENSURE COMPACT

LEXINGTON, Ky. (July 24, 2024) – Governor Mike DeWine signed HB 158 into law, making Ohio the eighth state to enact the Cosmetology Licensure Compact.

The Cosmetology Licensure Compact will facilitate interstate practice for licensed cosmetologists based in compact member states. The compact has also been enacted in Alabama, Arizona, Colorado, Kentucky, Maryland, Tennessee and Virginia.

HB 158 was sponsored by Representatives Bill Roemer and Melanie Miller while a companion bill, SB 89 was sponsored by Senator Kristina Roegner.

COLORADO BECOMES SEVENTH STATE TO ENACT COSMETOLOGY LICENSURE COMPACT

COMPACT ACTIVATION PROCESS BEGINS

LEXINGTON, Ky. (June 5, 2024) – Governor Jared Polis signed HB24-1111 into law, making Colorado the seventh state to enact the Cosmetology Licensure Compact.

Colorado’s enactment marks a key milestone in the development process. The legislation specifies the establishment of the commission and work to activate the compact for licensees begins after seven states enact the compact.

The Cosmetology Licensure Compact will facilitate interstate practice for licensed cosmetologists based in compact member states. The compact has also been enacted in Alabama, Arizona, Kentucky, Maryland, Tennessee and Virginia.

HB24-1111 was sponsored by Representative Matthew Martinez and co-sponsored by Senator Byron Pelton and Representative Don Wilson.

LEXINGTON, Ky. (May 29, 2024) – Governor Bill Lee signed SB 2732/HB 2781 into law, making Tennessee the sixth state to enact the Cosmetology Licensure Compact.

The Cosmetology Licensure Compact will facilitate interstate practice for licensed cosmetologists based in compact member states. The Compact will become active once enacted by seven states.

SB 2732 was sponsored by Senator Raumesh Akbari. HB 2781 was sponsored by Representative Antonio Parkinson.

MARYLAND BECOMES FIFTH STATE TO ENACT COSMETOLOGY LICENSURE COMPACT

LEXINGTON, Ky. (April 29, 2024) – Governor Wes Moore signed SB 27/HB 383 into law, making Maryland the fifth state to enact the Cosmetology Licensure Compact.

The Cosmetology Licensure Compact will facilitate interstate practice for licensed cosmetologists based in compact member states. The Compact will become active once enacted by seven states.

SB 27 was sponsored by Senator Dawn Gile. HB 383 was sponsored by Delegate Stephanie Smith.

VIRGINIA BECOMES FOURTH STATE TO ENACT COSMETOLOGY LICENSURE COMPACT

LEXINGTON, Ky. (April 2, 2024) — Governor Glenn Youngkin signed HB 322 into law, making Virginia the fourth state to enact the Cosmetology Licensure Compact.

The Cosmetology Licensure Compact will facilitate interstate practice for licensed cosmetologists based in compact member states. The Compact will become active once enacted by seven states.
